SWPPP paperwork fails quietly. SMARTS account setup

We structure the Legal Responsible Person (LRP) account, register the site, and file the Permit Registration Documents — Notice of Intent, site map, Risk Level determination.

Deadline calendar

Annual report windows, REAP triggers, Risk Level-based inspection frequency, and Notice of Termination timing get mapped against your actual construction schedule, not a generic template.

Document management

Inspection reports, rain event logs, and BMP maintenance records get formatted to match SMARTS upload fields and filed on a set cadence, so nothing sits in a site binder disconnected from the state record.

QSD/QSP coordination

We schedule and track the credentialed work — SWPPP drafting, amendments, inspections — performed by your team or a QSD/QSP we partner you with. We administer; they sign.

Filing and deficiency response

Every SMARTS submission gets a confirmation record. If the Regional Water Quality Control Board flags a gap, we assemble the response and file the correction.

What you receive

Scope, plainly statedSWPPP development and amendment requires a Qualified SWPPP Developer (QSD); inspections under the Construction General Permit require a Qualified SWPPP Practitioner (QSP). Aeternus administers the SMARTS account, filing logistics, deadline tracking, and document management — we do not perform QSD or QSP work. That credentialed work is carried out by your team or by a credential holder we partner you with.

SWPPP administration runs as a compliance-admin module at an anchor rate of $349 a month. Site count and Risk Level are confirmed in the countersigned engagement; QSD/QSP field work is performed by credentialed personnel and scoped separately. Questions contractors ask

Do you perform the SWPPP inspections?

No. Construction General Permit inspections require a Qualified SWPPP Practitioner (QSP). We track the inspection schedule, format the field logs, and file the results in SMARTS. The inspection itself is done by your QSP or by a QSP we partner you with.

Who writes or amends the SWPPP itself?

A Qualified SWPPP Developer (QSD), as required under the CGP. We administer the SMARTS record and the document library around it. QSD-level drafting and amendment sign-off happens on your team or through a partnered QSD — we don't sign as the QSD.

We're already behind on filings. Can you take this over mid-permit?

Yes. We audit what's actually on file in SMARTS against what should be there, then rebuild the calendar and document set going forward. We don't backdate filings or represent a late submission as timely — that determination belongs to the Regional Board, not to us.
