Weekly certified payroll for DIR eCPR and federal WH-347: we prepare it, check it against the rules that withhold money, and get it submission-ready once you review and e-sign.
Why it matters
One wrong wage determination, a short fringe, a slipped apprentice ratio, or a lapsed registration and the awarding body holds your progress payment. Labor Code §1775 adds penalties per worker, per day, on top. You will not catch most of these by reading the payroll. They show up months later at audit, as money that never arrives.

Method
Lock the determinations
We pull the DIR general prevailing-wage determinations for each craft and county, locked to your project's bid-advertisement date, and reconcile every rate against the determination's own printed totals.
Capture the project once
Projects, crafts, DIR project IDs, registrations, and apprenticeship standards (DAS-140/142) are captured at onboarding. Nothing is re-asked week to week.
Run the pre-flight gate
Each week's payroll runs through a pre-flight check: wage determination, base-plus-fringe, overtime, classification, apprentice ratio, registration status, and data integrity. If a single check fails, it does not clear the gate.
Submission-ready, filed on your say
Once a payroll clears the gate, we return the findings for your review and e-signature, then make it submission-ready for DIR eCPR and, on federally funded work, WH-347 — from the accounts you already use. DIR eCPR requires your own PWCR login, so you make that submission; where a portal accepts an authorized submitter, we file it on your written authorization instead. The certification stays a sworn statement only you can make, so nothing goes out until you have signed off. No forced software switch.

Common questions
What happens if a payroll fails your checks?
It does not clear the gate. You get the finding with the Labor Code section cited, we fix what can be fixed on our side, and the gate is re-run before it's submission-ready. Once you review and e-sign, you submit it yourself for DIR eCPR (it requires your own PWCR login), or, on a portal that accepts an authorized submitter, we file it on your written authorization; the certification stays yours.
Can you review past payrolls?
Yes. A retroactive audit re-runs the gate over prior weeks and quantifies exposure in dollars, each statutory finding tied to the section it came from. The corrected records are yours to act on with your counsel; we do not represent you before DIR or DLSE and we do not pursue payment on your behalf.
Do you handle both state and federal requirements?
Yes. California eCPR under SB 854 and federal Davis-Bacon WH-347 both run through the same gate, including projects covered by both at once.
