• Certified payroll & prevailing-wage administration: DIR eCPR and federal WH-347 preparation and review, run through a multi-point pre-flight gate (wage determinations locked to bid-advertisement dates, fringe reconciliation, apprenticeship ratios, integrity checks) before the contractor submits. The certification on a certified payroll is a sworn statement by the contractor; this firm never signs it and never submits as agent.
• Labor-compliance program administration: DBE/MBE utilization reporting (B2Gnow), OSHA 300/300A/ITA recordkeeping, SWPPP/SMARTS filing administration, I-9/E-Verify administration, certificate-of-insurance tracking across subcontractor tiers.
• IRA prevailing wage & apprenticeship substantiation: labor-hour and apprentice-percentage tracking with a documentation package built for the client's tax counsel on 1 MW+ clean-energy projects.
• Compliance systems & AI enablement: process automation with qualified human review on every deliverable; disclosed AI use, firm-retained responsibility.

• Fail-closed delivery. Nothing clears the gate unless every check passes; a blocked report states the statute, the exposure, and the fix per worker.

The track record below is the principal's, not the firm's: three years consulting for a licensed California general contractor before Aeternus Dynamics was formed, on both sides of the paperwork — bidding and administering public work, and auditing the certified payrolls that came out of it.

Prime contracting and coordination

The competencies above are performed in-house. For scopes outside them, namely non-licensed, non-construction categories such as janitorial and custodial services, facilities maintenance, landscaping and grounds upkeep, supply and equipment procurement, and logistics, this firm can contract as prime and coordinate delivery through qualified, properly licensed and insured providers, with compliance for the engagement run through the same desk that administers certified payroll for other clients. This capability extends what this firm can take on as prime; it does not narrow who it serves.

• Provider vetting. Every coordinated provider is checked for licensing, insurance currency, and, where applicable, DIR public-works registration before work begins, using the same sub-roster verification this firm's compliance desk sells as a standalone product.
• Compliance run through the desk. Payroll administration, insurance tracking, and reporting for the coordinated scope are administered under this firm's own compliance process rather than left to a provider to self-report.
• No construction performance, ever. This firm holds no CSLB license and does not perform, supervise, offer, advertise, or coordinate construction, repair, or improvement work in any capacity, as prime or otherwise. Prime contracting under this section is limited strictly to non-construction service and supply scopes.
