Labor-compliance monitoring for awarding bodies

For cities, counties, school and community-college districts and special districts: independent review of the certified payroll records your own contractors submit on a public-works project — wage-determination match, apprentice ratios, fringe computation, and the paperwork that is supposed to accompany them — with every exception written up, dated, and cited to the Labor Code section it comes from.

What's included

Labor-compliance monitoring for awarding bodies, step by step.

01

Project set-up — the applicable wage determinations imported, the contractor and subcontractor roster baselined, and your reporting format agreed

02

Intake — the certified payroll records your contractors file, taken in the format your portal already produces

03

Review — every record checked against the governing wage determination, the apprentice ratio, the fringe computation and the required accompanying paperwork

04

Exceptions — written up individually, dated, and cited to the statute or regulation the finding rests on

05

Reporting — a monthly exception report for your file, in the form your own staff can act on

06

Escalation — anything that looks like an enforcement question is handed back to your agency and your counsel, not decided by us

What we do, and what we never doWe review records and report what we find to you. We do not determine or assess penalties, we do not represent your agency before the Department of Industrial Relations or the Labor Commissioner, and we do not perform, inspect or supervise any construction work — Aeternus Dynamics holds no contractor licence. Your agency keeps every enforcement decision. One firewall we impose on ourselves and will state in writing: we will not hold a monitoring engagement for an awarding body and a compliance engagement for a contractor on the same project.

$1,950 flat to stand a project up, then $2,500 per month while one to three contractors are under review, $4,500 per month for four to eight, and $4,500 plus $500 per additional contractor per month above eight. Configure this service and see your estimate in the engagement builder.

Pricing & scope
Scope, plainly statedRecords review and exception reporting for the awarding body. Aeternus Dynamics does not determine or assess penalties, does not represent an agency before the Department of Industrial Relations or the Labor Commissioner, holds no approved Labor Compliance Program status, and performs no construction, inspection or supervision of work. Findings cite the statute for the agency's own review; enforcement decisions remain the agency's. Not legal advice. Aeternus Dynamics uses AI-assisted tools in the work it prepares for clients and in the software it builds; anything this firm prepares and delivers to you is reviewed by a qualified human before it is submitted or used. Aeternus Dynamics is not a law firm and does not provide legal advice.
