Capture, proposals & teaming

Business Development

Public agencies and primes score capability statements and proposals against fixed evaluation criteria. A missed factor, an expired SAM.gov registration, or a late teaming agreement removes you before pricing is even read.

Why it matters

Contractors who chase every RFP that crosses their desk win few of them and burn proposal hours they can't recover. Capability statements go out generic instead of matched to the awarding body's stated evaluation factors, and past-performance references lag what the solicitation actually asks for. Teaming commitments stay verbal instead of documented, so participation goals go unmet and the bid gets bounced on a technicality instead of price.

How we do the work

1

Pipeline screening

We track live solicitations against your NAICS/PSC codes, bonding capacity, and past-performance record across SAM.gov, Cal eProcure, and GSA eBuy, and flag which ones you can compete for on points, not just meet the minimums for.

2

Capability statement & past performance

Build or update a one-to-two-page capability statement matched to the awarding body's stated evaluation criteria, backed by a past-performance reference sheet in the format the solicitation requests (SF330, SF1449, or agency-specific).

3

Proposal drafting

Draft the technical, management, and pricing narrative volumes, then run a pre-flight compliance pass against the RFP's mandatory requirements, page limits, and required forms before anything goes out the door.

4

Teaming & outreach

Identify and vet subcontractors for DBE/DVBE/SBE participation goals, document outreach through B2Gnow or the agency's outreach portal, and confirm E-Verify enrollment where the work is federal.

5

Submission & tracking

Confirm the final package meets format and deadline requirements, hand off for signature, and track the debrief request and re-bid timeline if the award goes to someone else.

Questions contractors ask

Do you write the proposal, or just review one we've already drafted?

Both, scoped separately. Full drafting covers the technical, management, and pricing narrative volumes. A review pass checks a proposal you've already written against the RFP's mandatory requirements and evaluation criteria before it goes out.

Can you help us get DBE/DVBE/SBE participation credit on a bid?

We identify and vet certified subcontractors, document outreach through B2Gnow or the awarding agency's portal, and assemble the participation package the solicitation requires. Certification itself is issued by the certifying agency, not by us.

Do you handle SAM.gov registration and federal eligibility?

Yes. We review and update SAM.gov registration, NAICS/PSC code alignment, and E-Verify enrollment status ahead of a federal bid, and flag anything that would disqualify you before you spend hours on the proposal.
