Scoped to GC/sub clients only per B&P §7026.1(a)(2)(B)(ii): that trigger requires BOTH arranging/setting subcontractor work schedules AND maintaining oversight of a construction project; a schedule-only deliverable with no oversight authority over the client's subs meets neither element, but this service is never sold as "we'll set your subs' schedules and maintain oversight" directly to a residential owner-builder, which would cross the line. Not a substitute for the GC's own means-and-methods decisions or float/logic judgment calls that carry contractual risk.
