Why it matters
A wage-determination miss shows up as a withheld progress payment; an unregistered or uninsured subcontractor shows up as a stopped scope and the prime’s exposure. Most small contractors handle these two obligations in two different places, or not until something breaks. One desk that carries both, with the arithmetic and the sources shown, costs far less than the payment that gets held — and far less than the full-time hire it stands in for.

How the number is built: your certified-payroll tier plus your roster-and-payables-monitoring tier, with 10% off the smaller of the two lines because the roster, the wage determinations and the standing call are already paid for once. The three rows above are examples; the fee scales to your actual project and subcontractor counts, checked monthly in both directions. Discounts: 12% for annual prepay in full, or 10% for a twelve-month commitment paid quarterly in advance. Minimum engagement: one full project cycle or three months, whichever is longer. This is a flat managed retainer, not an hourly engagement — the only hourly work we bill is genuine advisory and consulting, quoted separately.

Common questions
Is this a licensed corporate compliance officer?
No. “Fractional compliance officer” is the name for a bundled service — we run your labor-compliance function for a fraction of the cost of a full-time hire. It is compliance administration, not a licensed officer role and not legal advice. The sworn certification on a certified payroll is always the contractor’s; you review, certify, and submit.
How is the price set?
It is built from the two published component rate cards, not a new number. You pay your certified-payroll-review tier plus your roster-and-payables-monitoring tier, with 10% off the smaller of the two lines. The example bundles scale to your actual project and subcontractor counts, and 12% comes off for annual prepay.
Can I take just one half?
Yes. Certified payroll review and roster & payables monitoring are each sold on their own; the fractional-compliance-officer bundle is simply both on one desk at the bundled rate. Take the one you need.
What if my project or subcontractor count changes?
Both halves re-check their bands monthly against your actual counts, in both directions. A demobilised project or a released subcontractor drops out the following month without you having to ask, and a new one moves you up the same way.
