A federal-ready labor-compliance desk for DoD and VA contractors.

Defense and Veterans Affairs contracts carry federal wage rules, data-handling flow-downs, and an unforgiving audit standard — and a new firm earns federal trust the slow, honest way. Here is exactly where Aeternus fits today: we run the Davis-Bacon and Service Contract Act certified-payroll scope for DoD and VA primes and their subcontractors now, we team with the set-aside holders who carry the prime, and we are candid about the 12-to-18-month road to direct federal work rather than dressing it up.

Why it matters

On a federal contract, a misread wage determination or a health-and-welfare shortfall shows up as a contracting-officer finding and a withheld payment — and on a multi-tier subcontract, one sub’s labor-compliance error becomes the prime’s exposure at option exercise. The same is true of the safeguarding flow-downs: primes are held to DFARS and NIST standards and pass them down. Getting the labor-compliance record and the paperwork discipline right the first time is cheaper than any of those outcomes — and it is the part of federal readiness a specialized desk can carry off your plate today.

Where we fit today

Three honest lanes into DoD and VA work

01

Labor-compliance desk to federal primes

Davis-Bacon certified payroll (WH-347) and Service Contract Act wage-and-fringe records for DoD and VA construction and service contracts — prepared, checked against the incorporated wage determination, and kept audit-ready. Work we do now, for primes and subs, in every state.

02

Small-business teaming partner

For work set aside for SDVOSB, VOSB, 8(a), or HUBZone firms, we come in as the certified-payroll and labor-compliance teammate on a qualified prime’s team — carrying the compliance scope, not claiming a set-aside status we do not hold.

03

Registered and quote-ready

Active in SAM.gov with a federal UEI and CAGE code, and a certified California small business — the registrations a prime or a contracting officer checks before they can add you to a team or a quote.

How a federal contractor engages us

Method

01

Confirm the vehicle and the flow-downs

We read the contract or the prime’s subcontract to find what actually applies — Davis-Bacon vs. SCA, the incorporated wage determination, and the labor and safeguarding clauses flowed down to your tier.

02

Build the certified record

WH-347 for covered construction; SCA wages plus the health-and-welfare fringe for covered services — recomputed each pay period, with the arithmetic shown and checked before anything is submitted.

03

Conformances and price adjustments

SF-1444 conformance requests for classifications the determination missed, and the FAR 52.222-43/44 price-adjustment package built when the wage determination moves at an option year.

04

Submission-ready, audit-ready

Prepared in the format the agency or the prime requires — you certify and submit under your own login, or we file on your written authorization where a portal accepts an authorized submitter. A dated compliance file is kept either way.

The flow-downs your prime speaks

What the acronyms mean — and what we do about each

DBA

Davis-Bacon Act & WH-347

Prevailing wages on federally funded construction over $2,000. We build and check the weekly certified payroll. Carried by us today.

SCA

Service Contract Act & SF-1444

Wages plus a health-and-welfare fringe on covered federal service contracts, with conformances for missing classes. Carried by us today.

FAR

FAR 52.222-43 / -44

The price-adjustment mechanism when a wage determination changes at option exercise. We build the package. Carried by us today.

DFARS

DFARS 252.204-7012 & NIST SP 800-171

The safeguarding standard for controlled defense information that DoD primes flow down. We treat client data to that standard and are building documented NIST 800-171 / CMMC readiness for our own handling — readiness in progress; we do not claim certification.

Said plainly

An honest 12-to-18-month federal entry sequence

Now

Registered, certified, and delivering

SAM.gov active (UEI and CAGE on file); certified California Small Business and Small Business for the Purpose of Public Works. Running Davis-Bacon and SCA labor compliance for federal primes and subs, and available for SB teaming today.

6–12 mo

Building real past performance

Federal past performance earned the legitimate way — subcontract and teaming compliance work, plus small-dollar state and local awards — and a completed SBA DSBS profile with the right facilities- and admin-support NAICS added.

12–18 mo

Ready for direct federal pursuit

DCAA-conscious bookkeeping and documented NIST SP 800-171 / CMMC readiness in place, so a first small-dollar direct federal or micro-purchase pursuit rests on real controls — not on a claim made ahead of the work.

We publish this roadmap because the alternative — implying federal scale or past performance a seven-week-old firm cannot have — is exactly what a contracting officer is trained to catch, and misrepresenting size or status is itself a violation. Our smallness is a set-aside advantage, and we present it as one.

Scope, plainly statedAeternus Dynamics is a compliance and advisory firm — not a law firm, not a CPA firm, not a cleared facility, and not CMMC-certified. It holds no CSLB contractor license and does not perform, supervise, or advertise construction work. It is not veteran-owned; set-asides reserved for SDVOSB or VOSB firms are served only as a teaming partner to a qualified veteran-owned prime. We prepare and check every filing; you certify and submit it. Not legal advice.

Questions federal contractors ask

Common questions

Is Aeternus a veteran-owned or service-disabled veteran-owned business (VOSB/SDVOSB)?

No. Aeternus Dynamics is a certified California small business, minority-owned (Hispanic American), not a veteran-owned firm. For VA and other set-asides reserved for SDVOSB or VOSB firms, we work as a compliance and certified-payroll teaming partner or subcontractor to a qualified veteran-owned prime — we do not claim a status we do not hold.

Do you hold CMMC certification?

No. We do not claim CMMC certification or an authority-to-operate. What we do today is support the labor-compliance flow-downs on a DoD or VA contract — Davis-Bacon certified payroll, SCA wage and health-and-welfare records, conformances, and price adjustments. We are building our own NIST SP 800-171 / CMMC readiness for the controlled information we handle, and we say where that stands rather than implying it is finished.

Can you run certified payroll on our DoD or VA contract right now?

Yes. Federal Davis-Bacon and Service Contract Act labor compliance is work we do today, for primes and for subcontractors, in every state. We read the wage determination actually incorporated in the contract, build the WH-347 or SCA wage record, prepare conformances and FAR 52.222-43/44 price adjustments, and keep the audit-ready file. See the Davis-Bacon & SCA method.

Do you have federal past performance?

Not yet, and we will not claim otherwise. Aeternus is SAM-registered with an active UEI and CAGE code and holds California small-business certification, and it is building federal past performance the honest way — through subcontract and teaming work and small-dollar awards — on the 12-to-18-month sequence described above.

Aeternus Dynamics uses AI-assisted tools to help prepare and check compliance documents; all deliverables are reviewed by a qualified human before submission or use. Aeternus Dynamics is not a law firm and does not provide legal advice. See our Terms & Disclosures.
