Federal Davis-Bacon compliance, in every state.
The Davis-Bacon Act sets a federal prevailing wage on federally funded or federally assisted construction contracts over $2,000, in every state, regardless of whether the state has a prevailing-wage law of its own. The Service Contract Act runs the parallel requirement for covered federal service contracts. We prepare certified payroll (WH-347), verify wage rates against the contract’s wage determination, and get the record submission-ready — for contractors anywhere in the country.

Method
Read the wage determination
The wage determination actually incorporated into the contract is mapped to every classification performing work, not assumed from the county average.
Build WH-347
Certified payroll is prepared in the federal WH-347 format (or the awarding agency’s electronic equivalent) with hours, rates, and fringe shown.
Check for state overlay
We confirm whether the project state also runs its own prevailing-wage law and, if so, apply the higher of the two rates.
Gate before submission
Exceptions are caught and held before anything goes out under a contractor’s signature — the same pre-flight discipline as our California compliance desk.
Submission-ready, filed on your say
Made submission-ready for whatever the contracting agency requires — paper WH-347, an agency portal, or an eCPR-style electronic system. You file it, or, where the portal accepts an authorized submitter, we file it on your written authorization.

Common questions
Does Davis-Bacon apply if my state has no prevailing-wage law?
Yes. Federal Davis-Bacon coverage is independent of state law — it attaches to the funding source (federal construction dollars over $2,000), not to where the project sits. It applies in all 50 states and the District of Columbia.
What if my state also has its own prevailing-wage law?
