Pennsylvania certified payroll & prevailing wage compliance

Pennsylvania runs its own prevailing-wage law on top of federal Davis-Bacon: the Pennsylvania Prevailing Wage Act (43 P.S. §165-1 et seq.) applies at $25,000. We prepare and check certified payroll, wage-rate compliance, and get the submission package ready for Pennsylvania public-works contractors and for federally funded projects located in Pennsylvania — to whatever format the awarding body actually requires, filed by you or, where the portal accepts an authorized submitter, by us on your written authorization.

The law here

How we do the work

Method

01

Confirm coverage

We confirm whether the project is covered by Pennsylvania’s law, federal Davis-Bacon, or both, and which wage determination or state wage schedule actually applies.

02

Build the payroll record

Laborer and mechanic classifications, hours, and rates are captured in the format the awarding body requires — WH-347 for federal work, or the state’s own certified payroll form and portal where one exists.

03

Verify rates and fringe

Wages and any fringe-benefit credit are checked against the governing wage determination before the payroll is finalized, not after an auditor flags it.

04

Gate the submission

The same pre-flight discipline as our California compliance desk: exceptions caught and held before anything goes out under a contractor’s signature.

05

Submission-ready, filed on your say

Made submission-ready for whatever system the awarding body actually uses — a state labor-department portal, an agency’s own upload tool, or paper WH-347. You file it, or, where the portal accepts an authorized submitter, we file it on your written authorization — with a dated compliance file kept for audit.

Questions contractors ask

Common questions

Does Pennsylvania’s prevailing wage law apply to my project?

If the project is public work in Pennsylvania and the contract value meets the state’s threshold — $25,000 for public works contracts. — the Pennsylvania Prevailing Wage Act (43 P.S. §165-1 et seq.) applies on top of any federal requirement. We confirm coverage before you rely on it rather than assume.

What if my project is federally funded instead of state-funded?

Federal Davis-Bacon rates apply to federally funded or federally assisted construction contracts over $2,000 in Pennsylvania regardless of whether the state’s own law also applies — see our nationwide federal Davis-Bacon page. On a project with both federal money and Pennsylvania funding, the higher of the two wage requirements controls.

Do you need to be licensed in Pennsylvania to do this work?

No. Certified payroll and prevailing-wage compliance is recordkeeping, wage-rate verification, and reporting — not a licensed construction trade. Aeternus Dynamics holds no contractor license in Pennsylvania or any other state, and does not perform, supervise, or advertise construction work.
